Job Description: Project Management Officer (PMO)

Start date: 30 March 2026 End date: 31 December 2026 (extension possible) Workload: 32 hours per week Rate: Market conform Location: Hybrid (Utrecht & Amsterdam)

Assignment Overview

We are seeking an experienced Project Management Officer (PMO) to support two parallel workstreams within a large, national organisation in the education and research sector. The role focuses on coordinating activities, structuring documentation, and supporting process development. Each workstream requires approximately 16 hours per week.

Workstream 1 is primarily based in Amsterdam; Workstream 2 involves more on-site collaboration in Utrecht.

Workstream 1: Service Agreements (approx. 16 hours/week)

This workstream focuses on drafting, updating, and finalising Service Level Agreements (SLAs) for several internal services. The PMO will coordinate the process and ideally bring experience in drafting or structuring service agreements.

Key Responsibilities

  • Drafting SLA documentation for the backup service, using an existing pilot agreement as a baseline.

  • Completing the SLA for the RAiD service, building on partially prepared documents and coordinating final validation with the legal team.

  • Updating SLA documentation for the Data Repository service, transitioning from an older agreement to the new SLA templates for upcoming contracts.

  • Coordinating all activities related to the SLA processes.

  • Aligning with stakeholders across teams.

  • Creating and maintaining communication and activity planning.

Workstream 2: Internal IT Improvement Programme (approx. 16 hours/week)

The PMO will also support an improvement programme aimed at making Internal IT services more manageable, secure, and professionally structured.

Focus Areas

  • Completing ongoing projects and phasing out legacy systems.

  • Establishing generic management and security processes, including:

    • Risk management

    • Service management

    • CMDB (Configuration Management Database)

  • Clarifying organisational structure and responsibilities related to service management.

These improvements will strengthen governance, increase transparency, and ensure compliance with relevant regulations such as the NIS2 Directive and the Baseline Information Security for Government (BIO).

Required Skills & Experience

  • Proven experience in a PMO role within projects or programmes.

  • Strong background in project-based work, planning, progress monitoring, and stakeholder coordination.

  • Ability to bring structure to projects, documentation, and processes.

  • Experience with programme structures, planning frameworks, and documentation standards.

  • Experience with legal-related topics, such as drafting or structuring agreements (e.g., service agreements).

  • Experience with communication and coordination activities within projects.

  • Experience with internal IT projects or improvement programmes is an advantage.

  • Strong command of the English language, both written and spoken.
